The Cobbs Creek Community Greening Plan is a community-led strategic framework for revitalizing Cobbs Creek Park, including its trails, parkland, and creek. Developed with residents and local organizations, the plan places community knowledge and priorities at the center of decisions about the park's future.
City agencies, including the Philadelphia Water Department and Streets Department, and community organizations have projects underway or funded in the surrounding area. These efforts represent an opportunity for coordinated investment, but they are not yet aligned around a shared vision. The plan will connect this work through a common set of resident-defined priorities, identifying where collaboration can strengthen existing projects and address unmet needs.
The planning process will also establish an ongoing partnership among local organizations, strengthening their collective capacity to guide implementation and sustain progress beyond the plan's completion. Although the plan does not fund or carry out construction, it will establish a clear sequence of priorities for future projects and investment. It will identify what should happen, where, and in what order, providing a foundation for directing resources toward the improvements residents have identified as most important.
The project focuses on Cobbs Creek Park, its trails, and the creek, spanning the Cobbs Creek and Eastwick neighborhoods of West and Southwest Philadelphia.
A Steering Committee of residents and local organizations guides the planning process and selects the consultant. Committee members developed the criteria used to evaluate consultant proposals.
Residents also participate as Community Greening Liaisons, bringing local knowledge, lived experience, and trusted community relationships to inform the plan and connect the process with their neighbors.
Nominations for Community Greening Liaisons are open through November 16.
The project will produce a published Community Greening Plan with an implementation framework that establishes priorities and next steps. It will identify four to eight specific funding and programming opportunities to advance those priorities.
The process will also establish an ongoing partnership among local organizations, strengthening their collective capacity to pursue opportunities, coordinate implementation, and sustain progress beyond the planning phase.
